Office history

Thirty years
in the Principality

Founded in 1994 in Andorra la Vella, the office was created to meet a specific need: a trusted adviser for companies and individuals operating under Andorran law. Three decades on, two specialist divisions serve entirely different profiles — from the local resident to the international investor.

1994
Founding — Accounting · Tax · Employment Division
Opening in Encamp (Principality of Andorra), focused on accounting, tax and employment advice for local companies.
2009
Expansion — International Investment Division
Creation of the second division, dedicated exclusively to international clients: tax residence, company formation and foreign investment in Andorra.
2018
Integration — Jurisserv Network
The office joins the Jurisserv network, connecting Andorran expertise with the Barcelona and Toulouse offices.
Today
A leading office in the Principality
Two divisions, five languages, local and international clients. The Jurisserv group’s Andorran office.

Andorra is not simply a tax destination. It is a country with its own legal system, its own business culture and its own way of doing things. Knowing that system from the inside is what sets us apart.

Tax Residence
Changing tax residence is a decision with far-reaching legal and financial consequences. We handle it rigorously from day one: analysis of tax risk in the country of origin, exit tax planning, coordination with the client’s lawyers and advisers in the departure jurisdiction, and full processing of active or passive residence before the Govern d’Andorra. We structure every case so that the move is sound, secure and tax-efficient.

Immigration
Relocating to Andorra involves far more than obtaining a permit. We manage the entire immigration process: active and passive residence permits, work permits, family reunification and periodic renewals. Every file receives individual advice and close support at each stage — from the first consultation to the issue of the final authorisation. We also coordinate the practical side of the move so the client can focus on what matters from day one.

Company Formation and Business Licensing
Setting up a company in Andorra as a foreign national means navigating a specific regulatory framework: foreign investment authorisation, a corporate structure suited to the project, registration with the Govern and coordination with the Andorran banking system. As an Andorran firm with thirty years of local presence, we know the institutional landscape, the people involved and the real timelines of each step. We incorporate Andorran limited and public companies and holding structures, handle the foreign investment authorisation, the opening of commercial activities and every administrative registration needed to operate lawfully.

Foreign Investment
Andorra is an internationally recognised investment platform, but making the most of it requires structure, rigour and local knowledge. We support corporate groups and institutional investors in planning and structuring their investments in the Principality: feasibility analysis, full due diligence with technical, industrial and legal coordination, design of the entry structure and cross-border tax planning to optimise the group’s overall tax burden. We work with direct contacts in each jurisdiction involved to ensure tax consistency and legal certainty in every transaction.

What does the collaborative accounting service include?
+

Jurisserv Andorra’s collaborative accounting service is built on the Odoo and Holded platforms — two of the most advanced cloud business management systems on the market. The key to our method is that client and firm work in the same digital environment, in real time and with no duplication of documents.

That means you can upload invoices, review entries, check your balance sheet or the status of your filings from any device, at any time — and our team sees exactly the same thing instantly. This synchronisation removes the usual delays of traditional accounting and lets us spot and resolve issues straight away, before they become a tax or financial problem.

The service includes: uploading and validating invoices from the platform, automated bank reconciliation, monthly management reports, cash-flow monitoring, periodic filings (monthly, quarterly and annual) and permanent access to up-to-date accounting, tax and financial information. A single point of contact, full visibility and no surprises at year end.

When is the Andorran income tax return due?
+
Andorran personal income tax (Impost sobre la Renda de les Persones Físiques) is filed annually between 1 April and 30 September of the year following the tax year. The rate is progressive with a 10% cap — well below the top rates in Spain (47%) or France (45%). Andorran tax residents with income above €24,000 a year must file. Employment income, business activities, investment income and capital gains are all included in the taxable base, although with significant exemptions: the first €24,000 of employment income is exempt, as are gains on assets held for more than ten years. We handle the preparation and filing of the full return, the calculation of withholdings during the year and advice on the deductions and exemptions available to each taxpayer profile.
How does Andorran social security (CASS) work?
+

The CASS (Caixa Andorrana de Seguretat Social) is the Principality’s social security system, covering healthcare, pensions, maternity benefits and workplace accidents. Total contributions amount to 22% of gross salary: 15.5% paid by the employer and 6.5% withheld directly from the employee. For directors and the self-employed, the minimum flat contribution is approximately €588/month (2026 rate), with higher bands depending on income.

At Jurisserv Andorra we manage CASS end to end for companies with employees in the Principality, from day one to the end of the contract:

Registration and hiring: registering the employee with CASS, preparing the employment contract in line with the Andorran employment relations act, and notifying the competent bodies.
Payroll and monthly filings: calculation of salaries, income tax withholdings, employer and employee CASS contributions, and submission of the periodic settlements.
Final settlements and terminations: calculation of severance, deregistration with CASS and applications for unemployment or incapacity benefits where applicable.
Labour inspections: representation and support before the Govern d’Andorra’s labour and social affairs inspectorate in the event of an inspection, formal request or employment dispute.
CASS audits and adjustments: assistance with CASS reviews and audits of contributions, contribution bases and worker classification. Management of contribution adjustments, claims for wrongly refused benefits and appeals against CASS assessments or penalties.

An expert team that has known Andorran employment and social security law since 1994, so your company can hire, manage and part with employees in full legal certainty and without administrative burden.

What is IGI and how is it managed?
+

The IGI (Impost General Indirecte) is the Andorran equivalent of VAT. The standard rate is 4,5% — one of the lowest in Europe — with reduced rates of 1% on essential goods and 2.5% on cultural activities and hospitality services. A special rate of 9.5% applies to banking and financial services.

Our full IGI service includes:

Periodic filings: monthly, quarterly or half-yearly filing depending on your company’s volume of transactions, with the correct calculation of output and input IGI and settlement before the Departament de Tributs i Fronteres.
Support during tax audits: representation and support during Govern d’Andorra inspections, preparation of the documentation requested, responses to information requests and defence of the positions taken in your returns.
Binding rulings: where the application of IGI to a particular transaction is unclear — especially in intra-community transactions, digital services or mixed activities — we file a binding ruling request with the Andorran tax authority to obtain an official, legally binding answer that protects your company in any future audit.
Adjustments and appeals: handling of inspection reports, administrative appeals and, if necessary, support in economic-administrative proceedings.

With a deep knowledge of the IGI rules since they came into force in 2013, we guarantee rigorous compliance and legal certainty across all your transactions.

Can I move my Spanish or French company to Andorra?
+
Yes, although the right route depends on the current structure, the sector and the client’s objectives. The three most common options are: incorporating a new Andorran company that takes over all or part of the business, transferring the registered office while keeping or winding up the structure in the country of origin, and creating an Andorran holding company to group the shareholdings. Each option has different implications for exit tax, VAT/IGI, double tax treaties and accounting obligations. Spanish anti-abuse rules (and the EU ATAD directive) require the Andorran presence to be real and to have economic substance — a registered company with no actual activity is not enough. We analyse each case individually, reviewing the existing corporate structure, designing the most efficient option and coordinating with the client’s advisers in the country of origin to ensure the transaction is coherent and legally and fiscally sound.
